Environmental evaluation project of the lake of Yarinacocha (by: Ing. Albina Ruiz Ríos)

1. SANITARY AND ENVIRONMENTAL STRATEGY
The general intervention strategy seeks to integrate sanitary/environmental, economic/financial and management aspect into a plan that allows the sustainability of the plan to be developed. In effect, the intervention strategy needs the participation of all the actors involved with the Yarinacocha lake:

A) Local government and munipalities. That will not participate only as the direct beneficiaries of the projects, but will also be responsible to the operation, diffusion, enrichment and sustainability of the initiative. The environmental management of the lake will only be possible under the condition that all the regional and local authorities are committed and develop an positive leadership attitude in problem resolution.

B) The DESA of the MINSA. The DESA has a key role since it has to analyze the water by the parameters indicated in section. Moreover as being the authority in the health sector, active participation of this party will be highly valuable in the process of environmental evaluation and in the formulation of solutions to existing problems.

C) Business sector.Will contribute to adequate literature on the effects of economic development in the zone and the visualization of alternative technologies to preserve the environment of the lake. There will be direct coordination with every business located in the zone.

D) Social organization. Involve representatives os social organization to help establishing coordinated control an environmental safety mechanism for the lake. Involve them furthermore in the possible solutions to be implemented with the communities' own resources, that will generate the development of these communities.

Finally, to maintain an integral focus on the intervention, a multidisciplinary team will be set up, that will fall under the leadership of the project director.

2. ELABORATION PROCESS OF THE ENVIRONMENTAL EVALUATION

2.1 Phase one

A) Generation and analysis of existing information about the lake relating to:

  • Characteristics of the Lake and its surroundings.
  • Climatologic parameters.
  • Accumulated history and culture.
  • Environmental evaluations.
  • The state of the offering of basic services (water, light, sewer, waste,etc).
  • Identification of local actor and agents

B) Raising information of frequent diseases and there relationship with environmental damage.

  • Interview with the doctors of health centers and retrieval of information of registration offices.
  • Definition of the two most frequent diseases caused by environmental contamination.

C) Field trips to the zone: in company of local government workers and authorities, representatives of the health sector and social organizations.

  • Identification of critical zones of environmental damage
  • Photographic registration and evaluate the perception of the population

D) Evaluation of the quality of water in the Lake of Yarinacocha
The parameters that need be evaluated to characterize the quality of the water with the goal to recuperate and improve it are the following:

E) Realization of a participative workshop: the whole project will be completed by the realization of a two day workshop. This workshop has to grasp the perception of the problem and possible solutions for them, including employees of public and private institution and various leaders of the community.

2.2 Phase 2

A) Institutional organizational analysis of the various public and private institution existing in the zone related to the environmental subject. The improved knowledge about these organizations allows to get a better idea of the resources available and the organization that can help in providing a solution for the problems.

B) Elaboration of the situational diagnosis.

2.3 Phase three
A) Analysis of the alternative solutions that will be developed and how the deal with the critical aspects identified.

B) Elaboration and economic evaluation of each proposal

C) Presentation of the proposals in a second participative workshop. With the answers investors and sponsor can be found both nationally and internationally
