Project of awareness, environmental education and civic participation, as a base for social and corporate responsibility

I. INTRODUCTION

Puerto Nuevo, previously denominated Neighborhood of the cans, is a Human Establishment that was founded 67 years ago and is facing s a series of problems and necessities, the more salient is refer to the nonexistence of basic services (it dilutes, drainage, light, collection of residuals), delinquency, alcoholism, drug addicts (mainly young people), infantile malnutrition to this sinks the high index of contamination of blood for lead (according to analysis developed by the General Direction of Environmental Health (DIGESA, 1998) and DISA-Callao, 2003.

It is important to restructure the existent organization at local level (Central Directive Meeting and apple delegates), as well as functional organizations (Committees of Glass of Milk, Popular Dining rooms).

There exist delegates of the block, mainly women, that are very dynamic and enthusiastic. An average of 20 delegates has participated in each one of the activities of the project, offering support in the convocations, in the development of the workshops and giving suggestions to strengthen future actions to be developed

II. DEVELOPED ACTIVITIES

A) Coordination meetings with:

  • Personal of the Staff of the Plant of Shell in Callao

  • Officials of the Direction of Human Establishments, Direction of Ecology and Environment of the Provincial Municipality of the Callao.

  • Officials of the cleaning company of the Provincial Municipality of the Callao (ESLIMP-Callao), Manager of Operations and General Manager.

  • General Direction of Environmental Health of the Callao (DISA I Callao), with the Directions of Environmental Health, and Public Health - Zoonosis.

  • Parish priest of the area and the catechist of Puerto Nuevo

  • Leaders of the human establishment Puerto Nuevo.

  • Coordination with the theater group Kuntur for the aristic support in the distribution and public awareness campaigns.

B) Elaboration of the Module of communal, and managerial Social Responsibility in the handling of solid waste. Which was tested in the workshops focusing on raising public awareness.


C) The have realized the workshops with:

D) Central Directive Board and delegates of the block

E) Coordinators and partners of the Glass of Milk committee.

F) Coordinators and partners of Popular Dining and other delegates of the block

G) The beneficiary kids of the Glass of Milk and Popular Dining programs.

H) Awareness program and solid waste management in the human establishment Puerto Nuevo.

III. RESULTS

  1. All the institutions and persons interviewed indicated that it is not possible to improve the situation in Puerto Nuevo, that people will not participate and will not change. Some people declared us foolish to even give it an effort.

  2. In spite the of the prognostic, we have succeeded to enter the zone working together with the Directive Board and the delegates of the block in Puerto Nuevo.

  3. The Participation of leaders and kids in the workshops.

  4. The involvement of the delegates in the developed actions.

  5. Community participation in the cleaning and distribution campaigns.

  6. We have received a lot of suggestion on how to go on with the theme of training the adults and kids. We furthermore surrendered the module not only to the leaders and delegates, but to all of the families.

  7. Although the families collaborated to clean up the waste in the given sacks, it was not possible to clean up all the critical points. It is important to signal these critical points will remain to exist as long as there is no adequately operating recollection system or sewer/drain.

  8. After 67 years of no services a project is set in process to install water and drain services.

  9. An initiative is in development to establish a pier in the zone of Boquerón , where the people can accumulate there solid waste and residual water.


IV. RECOMMENDATIONS

  1. Valuate the dynamism and participation of the community and using these in the development of the second and third phase. II Prioritizing strongly the aspects of training and diffusion. III Moreover constituting a micro enterprise that will offer recollection services.

  2. The start of these phases has to be started at the termination of the first phase.

  3. In the next phase of the project the information has to be diffuse to the press to give attention to the social responsibility program of Shell and the participation of other institutions like the municipality of Callao and the population itself.

  4. It will be interesting to coordinate with more enterprises the cleaning of the zones Boqueron and the marketplace, while have machinery will be required (like for example making a pier).
