Ciudad Saludable's main area of expertise is the management of solid waste. That is, the implementation of solid waste management systems. The members of Ciudad Saludable all have considerable experience in the field of solid waste management, and Ciudad Saludable already counts with 2 successfully implemented solid waste management systems in the cities of Huarmey and Carhuaz. Additionally, it has 4 similar projects in process. The approach Ciudad Saludable takes to the management of solid waste is simple, but effective. It can best be described as a 9 stage process (although variations on this process are possible, depending on the specific conditions of the region):
- Proposal stage. Contacts are laid between Ciudad Saludable, the local government and sometimes third parties (firms, institutions, social organizations, other NGOs). Needs, expectations, goals and resources (financial and non-financial) are analyzed and discussed.
- The implementation of a local team of Ciudad Saludable and/or government officials to assist during the further implementation of the project
- Detailed investigation. Including study to the demographics of the local population, the characteristics of the region, the condition of the recollection and disposal service in place and a characterization study of the solid waste generated by the local population. Cost of the service, habits of population, community participation, etc.
- The elaboration of an integral plan on environmental solid waste management (PIGARS), setting out the directions for the next stages.
- Training stage. Training the population on environmental topics and on the importance of separating waste (into organics and into inorganics). Training methods include community and school workshops, door-to-door campaigns and clean-up days. Training is also provided to government workers and local businesses.
- Generation of internal organizational systems, with normative support like municipal rule setting that that regulate the management of solid waste, including incentives for families paying on time and separating their garbage adequately
- Optimizing the municipality's recollection service. Using the most efficient routes, adequately equipping the workers, and training them on how to interact with the population.
- Establishing a fully operating recycling system, an operational sanitary landfill, effectively processing the organic material into humus and compost and separating inorganic material. The most efficient way to accomplish this would be in the form of a micro enterprise, incorporating the existing recycling families and improving their standard of living.
- Exit Stage. Making sure that the local municipality is capable and motivated to continue to work in the way proposed by Ciudad Saludable. Local team members of Ciudad Saludable will be transferred to other projects.
