Area of reference: The province of Carhuaz will service as a national pilot project in environmental management of solid waste and is related to the municipal school of environmental planning and management.

GENERAL: Strengthen the capacity of local governments, public and private institutions and social organizations in the province of Carhuaz in the environmental management of solid waste. Stimulating coordination and collaboration between local government and other actors through the diffusion of information, the development of normative/legal instruments, training, elaboration and implementation of an integral plan to manage solid waste.

With relation to objective 1: Institutional fortification: elaboration and implementation of legal instruments.

• Elaboration of a base line: Situational analyses of the municipal management of solid waste at both the organizational and the operational level. This baseline will be developed in a participative way with the approval of local authorities.
• Participative development of a proposal of institutional regulation.
• Elaboration of a set order for the management of solid waste.
• Creation of municipal registers.
• Establishing coordination mechanisms with regional municipalities and other competent authorities.
• Establishment of citizen participation programs.
• Training in the management of legal instruments.
• Implementation of a operational cost system that allows to define the a system of tariffs and charging.
• Providing training to the workers. Elaboration of guides, manuals and text for the adequate fulfillment of norm setting.
• Definition of decision making mechanisms.
• Elaboration of procedures, internal rules, model contracts and other legal instruments to enable the effective management of solid waste.

With relation to objective 2: Create work groups for each theme to ensure the continuance of the implementation of the general law of solid waste.

• Coordination with various public and private institution.
• Design of formats for continuance of the law.
• Realization of an event to share the results of the implementation of the law in every single province.

With relation to objective 3: Formulation and implementation of an integral plan to manage solid waste.

• Coordination with authorities, employees, individuals and authorized person who work in this area.
• Elaboration of the proposal of the plan to be debated and approved.
• Realizing a workshop with 30 participants (authorities, employees, social leaders) to debate and define the contents of the plan, during 2 days.
• Edition and publication of 1000 issues of the Carhuaz Plan.
• Public presentation event of the Plan, with the participation of 200 persons (authorities, employees, social leaders of cities in the callejon de Huaylas region).
• Signing of agreements to implement the Plan.

With relation to objective 4: Generation of an attitude change process about the environment and improvement of environmental education, to improve environmental health.

• Coordination with educational centers for the preparation and realization of a training workshop about environmental education, focusing on a module in hygiene and health and the separation and reuse of paper.
• Workshops in social organizations focusing on gender issues. We will work with existing organizations (like, associations of mothers, commission "glass of milk", neighborhood clubs and others). In these workshops the management of solid waste will also receive attention (domestic separation, and the pay culture of the population)
• Realization of a cultural campaign with the topic of environmental sanitation, in the educational centers, they will grow trees, participate in "the cleanest school contest" and in the "best recycling school contest" among others.
• Constitution of a multi sector commission of environmental sanitation in Carhuaz that will work intensively with the table of agreements of the fight against poverty.
• Elaboration and distribution of various educational materials, brochures, posters etc.

With relation to objective 5: Training of municipal employees and of social leaders about the management of solid waste.

• Elaboration of a diagnostic of training necessities in the management of solid waste.
• Elaboration of pedagogic design considering previous training.
• Firm an agreement with a prestigious academic entity to lead the courses (could be Universidad de Huaraz (UNASAM) and/or la Pontificia Universidad Católica del Perú and/or ESAN-PDGL, UNI).
• Realizing lectures and workshops for workers, municipal authorities, employees of local NGOs, university professors and social leaders.
• Monitor the municipalities in the areas of administration, rent and urban cleaning services municipalities.
• Validation and adjustment of training modules and considering the use of the internet to provide training over a distance.
• Design and strategy of a promotion strategy for the 'training at a distance' program in solid waste management.
• Inscription of the participants, training system check, email system, consulting system etc.
• Implementation of the training program; answering the questions of the participants an periodic evaluation of the participants.
• Realizing evaluation meetings for the participants in the reunion.
• Incorporate readjustments in the content of the training program for use in the following year.

With relation to objective 6: Development of appropriate technologies for the generation of income through the constitution of micro enterprises for the management of domestic and industrial solid waste.

• Defining the type of technologies to be implemented at every stage of the solid waste management project in Carhuaz.
• Coordination with the leaders of the zones where the micro enterprise will provide services.
• Convocation to the public that the micro enterprise will offer the service of recollection, cleaning, treatment and final disposal in conjunction with the leaders of the leaders of the municipality.
• Selection process of the micro enterprise
• Technical assistance and fortification: To the microcenter to offer the service of the management of the solid waste, to the municipality to enhance capabilities in monitoring and supervising the activities of the micro enterprise and to the population to participate in civil monitoring and generate a culture of pay among the population.
• Design of optimized routes for the offered services.
• Sign of contract between the municipality and the micro enterprise
• Expanding the service of recollection, cleaning, treatment, transport and final disposition of the micro enterprise.

With relation to objective 7: Stimulate the treatment of organic solid waste.

• Coordination with the market (weekly markets) over the stock, transport and treatment of solid organic waste.
• A technical expert should design a organic waste treatment plant in Carhuaz.
• Put the treatment plant into action.
• Development of actions to commercialize the organic fertilizers produced by the treatment plant, implementing for example community bio gardens as a pilot.

With relation to objective 8: Implementation of the sanitary anvil.

• The sanitary anvil of Carhuaz will be elaborated by a technical expert.
• Coordination with the health sector to approve the work of the technical expert.
• Construction and implementation of the sanitary anvil.
• Training of the personal that will be in charge of operations of the sanitary anvil.
• Permanent technical assistance during the operation of the sanitary anvil.

With relation to objective 9: Separation of solid waste at its source.

• Coordination with leaders of social organization in the zones where the program of domestic Separation will be implemented.
• Training of social leaders and authorities in the these areas. The responsible include, managers of health centers, government workers in charge of recollection an transport of solid waste, workers of the micro enterprise, so that the stock and manipulation of this waste can be accurately dealt with (providing bio-safety).
• Delivery of garbage bins for the program of separation at the source.

With relation to objective 10: Systematization and diffusion of the experience.

• Elaboration and diffusion of three technical manuals.
• Edition of a video of the experience.
• Systematization of the experience and the publication of a booklet. d
• Development of national event to let the public know what are the results of the project.

1. The Municipality of Carhuaz will have strong internal and external agreements and clear legal rules to enable efficient management of solid waste. The legal setting will define roles, rules, incentives and sanction to the adequate fulfillment of national norm and politics regarding the management of solid waste.

2. Distribution of the information in such a way that it will help other cities in the region with the solid waste management problems and gives feedback to the general law solid waste.

3. An formulated and implemented integral plan on how to environmentally manage solid waste.

4. The educational centers implement the internal recycling program, the students will show better hygiene and critical points in the cities will disappear.

5. Municipal employees of 50 local governments, 10 solid waste management companies, 10 evaluating institutions and 5 universities will have been capacitated in Management of Solid Waste at the school of Municipal Environmental Management and Planning (EPGAM), stimulated by SPDA, functioning by directing the modules at a distance.

6. Multi section commission, that meets frequently, assuming responsibilities in the continuance of the implementation of the Plan.

7. An implemented cost system in municipality and employees that write monthly reports offer the progress.

8. The micro enterprise is operating adequately both in the management of the business as in an operational way (100% of the garbage generated by all of the city's inhabitants is adequately processed in the sanitary anvil)

9. An adequately serving sanitary anvil, that processes 100% of the waste delivered and daily controls the amount of waste treated.
