Project: “Pucallpa Recycles: Economic and social inclusion of recyclers through the selective collection and recycling of solid waste in the city of Pucallpa”

Description:

The project is aimed at improving the environmental health of 10,000 families living in the city of Pucallpa through the implementation of selective collection and recycling of solid waste programs, the development of solid waste management skills in local government, local institutions, neighboring organizations and educational institutions; these programs shall integrate and improve health and working conditions for 100 families of recyclers.

Goals:

  • Create an association of recyclers and support their formalization.
  • Implement a revolving credit fund for 100 families of recyclers so that these families can acquire equipment, personal protection implements and tools.
  • Implement a collection center for recyclable waste that will be managed by formal recyclers.
  • Develop a system of segregation at the sources for houses, commercial areas and educational institutions in Pucallpa for the recovery and trade of recyclable waste.
  • Develop a collection system for reusable and non-reusable solid waste using non-conventional technologies.
  • Develop an environmental awareness, education and training program aimed at different target groups.

Lessons Learned:

Some of the lessons learned are:

  • It is essential to identify and involve key stakeholders (educational, environmental, and health institutions, local governments, civil society and private enterprises) in the project in order to strengthen it.
  • It is necessary to train and empower public officials at the local government as the counterpart of the project so that they assume planned goals and activities aimed to improve municipal management and their responsibilities. It is also important to involve and periodically report to higher authorities about the development of the project.
  • It is recommended to anticipate strategies and actions to overcome barriers and delays inherent to the municipal administration.
  • It is important that members of the local team of the project have knowledge about environmental management and municipal administration and/or are trained in such areas so that they can be strongly committed to the goals of the project, this may avoid changes and delays.

Results:

The project has achieved the following:

  • 80 families that work in solid waste recycling have improved their health and working conditions by creating 3 MSE’s (SEMRES-PUCALLPA SAC, MIRES-PUCALLPA SAC and UTL-PUCALLPA SAC) and 1 association (ARUPULSA); these 4 organizations are integrated as a cooperative called ASOCIACIÓN DE RECICLADORES PUCALLPA TIERRA COLORADA.
  • Approval of Ordinance 004-2008-MPCP which authorizes the Program for the Formalization of Solid Waste Segregators and Selective Collectors as well as Municipal Decree N° 001- 2009-MPC which authorizes the regulation of the program and is currently ready to be implemented.
  • Recyclers had access to a credit fund thanks to Scotiabank and are paying it back on time.
  • Opening of a general gathering center for recyclable waste which operates in safe conditions and has 1 plastic grinder, 1 can and tin press and 1 moto-furgon.
  • Implementation of a solid waste segregation at the sources program (in houses, offices, etc.) with active citizen participation, including 14 educational institutions. During 2008, the City of Pucallpa has recovered more than 45 tons of recyclable solid waste.
  • The solid waste collection system has been optimized using this non-conventional technology. Peri-urban areas of the District of Callería, Province of Coronel Portillo, hired through public selection processes 3 micro-businesses for selective collection and treatment of solid waste generated in 66 squatter settlements (asentamientos humanos) located in the South, North and West sides.
  • A fee for public cleaning services provided by the micro-businesses was included in the current cost structure for year 2009 in order to obtain resources to cover and therefore guarantee the sustainability of this non-conventional service.
  • Population has been trained and become aware of solid waste management and environmental care and is progressively changing habits and behaviors in order to minimize and appropriately segregate their waste and reduce public health risks and environmental pollution. 2 environmental awareness passacaglia, 2 waste creativity contests, and 2 drawing and painting contests have been organized among other activities. In the educational sector, 175 teachers at the 3 regular basic levels of education have been trained. 4 Environmental Surveillance Committees among the civil society have been organized, too.
  • A landfill project at Km 22 of the highway to Pucallpa has been approved by OPI and includes an Environmental Impact study approved by DIGESA; the Favorable Technical Report from DIGESA is pending. The Provincial Municipality is currently implementing environmental remediation at the municipal dump.
