Description:

The implementation of PIGARS in the Province of Cajamarca was the result of the coordination made by the Provincial Municipality of Cajamarca, Ciudad Saludable and the Fondo Solidaridad Cajamarca. The conditions for appropriate solid waste administration and management were agreed to by common consent, which endured efficacy, efficiency and sustainability from the generation to the final disposal of solid waste, including reduction, reuse and recycling processes.

Goals:

• Full implementation of the Integral Solid Waste Environmental Management Plan.
• Improvement in the handling of 173 tons of solid waste generated every day by emphasizing its reduction, reuse and recycling.
• Availability of basic infrastructure for the recovery, treatment and final disposal of solid waste.

Results:

• The capital city generates 173 tons of solid waste every day, which are managed with an emphasis on reduction, reuse and recycling processes and the inclusion of 100 informal segregators.
• Basic infrastructure for the recovery, treatment and final disposal of municipal solid waste is working regularly. Organic waste is used for the maintenance of green areas and to support small farmers. Health-related waste is disposed of into a safety cell.
• 70% of the population of the District of Cajamarca has been trained on environmental awareness and provided with information concerning the reduction, reuse and recycling of solid waste.
• 40 educational institutions have Environmental Management Plans that emphasize reduction, reuse and recycling of solid waste.
• Default in the payment of public cleaning service municipal taxes has decreased 30%.

Lessons Learned:

• Environmental Awareness and Education Component: Information concerning solid waste management provided in educational institutions.
• Municipal Strengthening Component: Information concerning the technical, operational and financial management systems of the Municipality of Cajamarca. Information about the behavior of informal recyclers that are in the process of formalizing.
• Environmental Institution Component: Information about how involved public and private institutions interested in solid waste management in Cajamarca really are.
